Clarified that if you change the port, you need to set anenvironmental variable PGPORT in postgres73 and each user. Otherwise,you'll get mysterious, weird errors, and waste lots of time and cuss alot.
lang::util::localize wasn't working properly for multiple embedded message keys. I reworked the algorithm and added a test case for the proc. Thanks to Peter Alberer for reporting.
